George Rutter

George Rutter

Managing Director

George established Rutter Civil Limited in 2021 after more than five years working as a Project Engineer, delivering a wide range of high-level three waters projects. Raised on a small sheep and beef farm south of Balclutha, he attended South Otago High School before completing a Diploma in Civil Engineering at Otago Polytechnic.

As a hands-on engineer and business owner, George is passionate about sharing his industry knowledge across the district. His expertise spans construction, rural development, residential, and commercial earthworks. While focused on growing Rutter Civil, George remains actively involved on the ground — from trench work to the installation of critical infrastructure.

George thrives on turning challenges into solutions, ensuring clients are satisfied and their requirements fully met. He believes success comes from surrounding himself with the best team and equipment, creating efficiency, optimizing value, and consistently surpassing client expectations.

Outside of work, George enjoys country rugby, a round of golf, and spending time outdoors with friends and family.

Hayley Whale

Hayley Whale

Administrator/H&S

Hayley joined Rutter Civil Limited in January 2024 as Administrator, Health and Safety Coordinator, and HR Lead. With more than 15 years of experience in administration, she brings extensive expertise in system processes, payroll, and health and safety requirements. Having previously worked in the water reticulation industry, Hayley also has valuable knowledge of the Clutha District and its water infrastructure.

Keen to lend a hand both onsite and in the office, Hayley thrives on challenges and embraces opportunities to improve existing processes while developing new initiatives to strengthen the business. She recently completed her New Zealand Certificate in Health and Safety through Connexis and is passionate about applying her knowledge to enhance Rutter Civil’s health and safety culture.

Dedicated to continuous improvement, Hayley believes the key to a successful business lies in teamwork, clear communication, and strong leadership. She is committed to contributing to a safer, more efficient, and people-focused workplace.

Outside of work, Hayley enjoys spending time with her family and making the most of the outdoors.

Daniel Morris

Daniel Morris

Three Waters Foreman

Daniel joined Rutter Civil Limited in September 2025 as Reticulation Foreman. With more than 10 years of experience in the water industry, he brings a strong background in water reticulation and a proven ability to deliver high-quality results. Having worked for companies across the Otago District, Daniel has an in-depth understanding of the local infrastructure and is keen to apply his expertise to RCL projects.

Daniel thrives on achieving job satisfaction, with a focus on delivering work right the first time to avoid rework. He believes that clear communication and effective leadership are essential to running a successful business and works hard to embody those values on site.

Outside of work, Daniel enjoys fishing, hunting, and spending time outdoors.

Blake McLaren

Blake McLaren

Blake joined Rutter Civil Limited in August 2023 as an Excavator Operator and quickly progressed to Earthworks Foreman, a promotion that reflects his strong work ethic and high standard of performance. His technical skills, leadership qualities, and commitment to excellence have earned him the respect of both colleagues and clients.

With over eight years of experience operating heavy machinery and delivering major commercial and civil earthworks projects, Blake brings a wealth of practical knowledge to the team. He thrives on tackling complex projects, working to demanding timeframes, and ensuring work is completed to the highest standard.

As a dedicated team player, Blake often steps into site management or foreman roles on RCL’s more complex projects. He believes the key to success lies in strong teamwork, clear communication, and maintaining high standards across every job.

Outside of work, Blake enjoys spending time with his family and socialising with friends.

Tony Milne

Tony Milne

Reticulation Technician

Tony joined Rutter Civil Limited in June 2022 as a Reticulation Technician. Holding both Level 3 and Level 4 qualifications in Water Reticulation, he applies his expertise across a wide range of capital and operational three waters projects. Tony is the go-to specialist for pipe welding, with extensive experience in all aspects of polyethylene fusion and jointing, ensuring every reticulation job is completed to the highest standard.

Known for his problem-solving ability and strong work ethic, Tony is committed to delivering efficient, professional results that consistently meet client expectations. He believes a successful business is built on strong leadership and a collaborative team culture, and he works hard to embody those values on every project.

Outside of work, Tony enjoys farming on his family lifestyle block and spending time with his daughters.

Tom Stephens

Tom Stephens

Civil Operator

Tom joined Rutter Civil Limited in November 2023 as a Civil Trades Apprentice and has since successfully completed his Level 3 Civil Trades Certificate. He is currently advancing his qualifications by studying towards a Level 4 Pipeline and Construction Maintenance Certificate through Connexis.

Specialising in PE welding, confined space entry, and excavator operations, Tom also puts his heavy traffic licences to good use on RCL’s larger projects. He thrives on collaborating with colleagues to broaden his knowledge, embraces challenges, and consistently maintains a high standard of work. Tom believes communication and leadership are key to creating an efficient and effective team.

With a strong focus on safety, Tom is diligent in following procedures and contributes his insights to improve workplace health and safety practices.

Outside of work, Tom enjoys time on the farm, is a keen hunter, and follows the local rugby scene.

Max Ogden

Max Ogden

Civil Trainee

Max joined Rutter Civil Limited in October 2025 as our newest Civil Trainee.

With a strong work ethic and growing hands-on experience in civil construction, Max is eager to develop his skills across all aspects of site operations. He is motivated, safety-focused, and committed to contributing positively to project outcomes.

As part of the civil crew, Max assists with groundworks, concrete preparation, and general labouring duties while learning from experienced team members to build a solid foundation for his career in the civil industry.
