George Rutter
Managing Director
George established Rutter Civil limited following 5+ years of employment as a project engineer delivering a range of high level 3 waters projects.
George grew up on a small sheep and beef farm just south of Balclutha where he attended South Otago High School and later otago polytechnic where he obtained his diploma in Engineering (Civil).
As a young engineer, George enjoys sharing his experiences and knowledge of the industry throughout the district whether that engages in any discipline of construction, rural development, or residential and commercial earthworks. While growing and seeking opportunities to develop the company you can still best find George in the trenches fitting and carrying out installation of critical infrastructure. When not at work, George enjoys getting amongst country rugby and chasing little white balls around fields.
George believes having the best team with the best equipment creates efficiency, optimising value and surpassing client expectations are the key to running a well-oiled professional civil construction firm.

Hayley Whale
Administrator/H&S
Hayley joined Rutter Civil Ltd in January 2024 as Administrator, Health and Safety Coordinator and HR.
With over 15 years experience in administration, Hayley has an extensive knowledge in system processes, Health and Safety requirements and payroll along with previously working within the water reticulation industry, Hayley has knowledge of the Clutha District and how the water infrastructure works.
Always keen to lend a hand onsite or in the office, Hayley enjoys a challenge and thrives on opportunities to expand on current processes and build new initiatives into the business.
Hayley recently completed her NZC in Health and Safety through Connexis and is looking forward to applying her knowledge to enhance the company’s health and safety culture. She is passionate about continuous improvement and is excited to take on new responsibilities that contribute to creating a safer, more efficient workplace.

Sam Anderson
Reticulation Foreman
Sam joined the team in April 2025 as a 3 Waters Foreman.
With a wealth of knowledge in both urban and rural water reticulation, Sam brings significant expertise to the role, backed by his qualifications as a Certified Plumber and Registered Drainlayer.
Previously, Sam owned and operated his own plumbing business in Balclutha, accumulating over 20 years of hands-on industry experience.
In addition to his professional achievements, he proudly serves as a volunteer firefighter for the Balclutha community.
Sam’s skills, experience, and dedication make him a valuable asset to the team.

Blake McLaren
earthworks foreman
Blake joined Rutter Civil Ltd in August 2023 as an Excavator Operator and has since been promoted to Earthworks Foreman.
Blake’s strong technical skills, leadership qualities, and commitment to delivering high-quality work have seen him quickly progress within the company. His promotion reflects his dedication, expertise, and the respect he has earned from both colleagues and clients..
With over 8 years’ experience operating heavy machinery and completing a range of major commercial and civil earthworks projects, Blake brings an extensive range of knowledge to the team.
Blake thrives to complete his work to a very high standard and within demanding time frames.
As a team player, you will find Blake taking the reigns as a site manager or foreman to complete the more complex projects RCL deliver.
When he’s not in a digger, you will find Blake spending his spare time with his family and socialising.

Tom Stephens
Civil Operator
Tom joined Rutter Civil Ltd in November 2023 as a Civil Trades Apprentice and has since successfully completed his level 3 Civil Trades Certificate.
Tom specialises in PE welding, confined space entry work and operations. He also enjoys using his heavy traffic licences for the bigger jobs Rutter Civil undertake.
When required, Tom thrives on working closely with his colleagues to expand on his knowledge and enjoys any challenge thrown his way.
With his Health and Safety hat on, Tom is sure to follow processes and offer his background knowledge to provide feedback on ways to improve Health and Safety in the workplace.
In his spare time, you will find Tom out on the farm, is a keen hunter and enjoys following the local rugby.

Tony Milne
Reticulation Technician
Tony joined Rutter Civil Ltd in June 2022 as a Reticulation Technician.
With both his level 3 and 4 in water reticulation, Tony applies his knowledge in many capital and operational 3 waters tasks.
Tony is your go to man for all things pipe welding, with experience in all aspects of Polyethylene fusion and jointing. Tony has the skills required to make your reticulation job a success.
Tony thrives to complete his work in an efficient and professional manner and goes the extra mile to ensure the people in the Clutha District and wider province are satisfied.

Koen Robson
LABOURER
Koen joined Rutter Civil Ltd in May 2023 as a fixed-term labourer and, through his hard work and dedication, became a full-time employee in February 2025.
Koen has quickly proven himself to be a reliable and valued member of the team, consistently demonstrating a strong work ethic and a positive attitude towards every task.
Showing great initiative, Koen has also obtained his Class 2 license, enabling him to upskill his role and contribute even more to the team’s operations.
His willingness to learn and grow within the business highlights his commitment to both his personal development and the success of Rutter Civil Ltd.
